การพัฒนาบทเรียนผ่านเครือข่ายอินเทอร์เน็ต เรื่อง การสร้างเว็บไซต์ส่วนงานเพื่อส่งเสริมทักษะด้านดิจิทัลสำหรับบุคลากรภาครัฐ

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) พัฒนาบทเรียนผ่านเครือข่ายอินเทอร์เน็ต เรื่อง การสร้างเว็บไซต์ส่วนงานเพื่อส่งเสริมทักษะด้านดิจิทัลสำหรับบุคลากรภาครัฐ ที่มีคุณภาพอยู่ในระดับดี 2) ประเมินทักษะด้านดิจิทัลของบุคลากรภาครัฐระหว่างก่อนเรียนและหลังเรียน และ 3) ประเมินความพึงพอใจของบุคลากรภาครัฐที่มีต่อบทเรียนผ่านเครือข่ายอินเทอร์เน็ต กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือ บุคลากรภาครัฐ ได้มาโดยใช้วิธีการสุ่มอย่างง่ายด้วยวิธีจับสลากเลือกตัวแทนจากผู้ที่ดูแลเว็บไซต์ส่วนงานทั้งหมด จำนวน 30 คน เครื่องมือที่ใช้ในการวิจัยประกอบด้วย บทเรียนผ่านเครือข่ายอินเทอร์เน็ต แบบประเมินคุณภาพด้านสื่อและด้านเนื้อหา แบบประเมินทักษะด้านดิจิทัล และแบบประเมินความพึงพอใจ สถิติที่ใช้ในการวิจัย ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และ การทดสอบค่าทีของกลุ่มตัวอย่างที่ไม่เป็นอิสระจากกัน ผลการวิจัยพบว่า 1) บทเรียนผ่านเครือข่ายอินเทอร์เน็ต มีคุณภาพด้านสื่ออยู่ในระดับดี มีค่าเฉลี่ยเท่ากับ 4.39 และมีคุณภาพด้านเนื้อหาอยู่ในระดับดี มีค่าเฉลี่ยเท่ากับ 4.41 2) บุคลากรภาครัฐ มีทักษะด้านดิจิทัลหลังเรียนสูงกว่าก่อนเรียน โดยมีคะแนนเฉลี่ยเท่ากับ 20.56/15.15 และการทดสอบค่าทีก่อนเรียนและหลังเรียนมีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และ 3) บุคลากรภาครัฐมีความพึงพอใจต่อบทเรียนอยู่ในระดับมาก มีค่าเฉลี่ยเท่ากับ 4.43 The objectives of the research were to: 1) develop web-based instruction on creating an office website to promote digital skills of government officials, 2) evaluate their digital skills before and after learning the lesson, and 3) find out their satisfaction towards the learning through the web-based instruction. The samples of this study included 30 government officials who were website administrators selected by lottery method of simple random sampling. The research instruments consisted of web-based instruction on creating an office website and evaluation forms on media and content, digital skills, and satisfaction. The statistics used to analyze the data were mean, standard deviation, and dependent t-test. The results showed that: 1) the quality of media and content of the web-based instruction on creating an office website to promote digital skills of government officials was at a good level with an average score of 4.39 and 4.41, respectively, 2) when their digital skills were evaluated, it was found that the scores after learning through the web-based instruction (20.56) were higher than those before their learning (15.75), which was significantly different at a level of .05, and 3) they were satisfied with the web-based instruction at a high level with an average score of 4.43.
